Newton Resale Record or a New Launch? What a Peck Hay Road Buyer Gets Under the Standard Developer Contract
Headlines about record resale prices at older freehold blocks around Cairnhill and Newton, such as Cairnhill Astoria, raise a fair question for anyone weighing Peck Hay Road: should you buy an existing home in these streets now, or a new unit in a project that has not launched yet? A resale record is a price for a different building, of a different age and tenure. It says nothing about what Peck Hay Road will cost, and the developer has not announced prices yet. What does differ, in ways you can check today, is the contract you sign and the protections that come with it.
Check any resale record yourself
URA publishes private residential transaction prices free of charge through its online transaction search, and its Home Buyers' Guide points buyers there before they commit. If a nearby resale figure is shaping your thinking, look it up by project and date in URA's search rather than relying on a headline, and compare like with like: tenure, age, size and floor.
What is already fixed for Peck Hay Road
| Item | What URA's notices state |
|---|---|
| Developer | CDL Constellation Pte. Ltd. and Garden Estates (Pte.) Limited, awarded the site on 16 June 2026 |
| Tenure | 99-year lease |
| Homes | URA's tender estimate was 315, noting the actual number may vary. CDL's 1H 2026 results release (13 August 2026) gives the planned scheme as 380 units in a 39-storey tower. |
| Maximum gross floor area | 27,017 m² |
| Price, unit mix, launch date, completion date | Not announced yet. Contact us for the latest. |
Because the land is new, the lease you buy into is a fresh 99 years from its start date, which you should confirm in the sale and purchase agreement. An older freehold home has no lease to run down, but it comes with an older building. That trade-off is personal. The contract differences below are not.
Protections that come with buying from a licensed developer
URA's guide explains that a licensed housing developer must sell on the standard Option to Purchase and Sale and Purchase Agreement (S&PA), and that no amendment can be made without the Controller of Housing's approval. For Peck Hay Road, that means every buyer signs the same prescribed terms. The ones that matter most after you have paid:
| Protection | What the standard S&PA sets | Why it matters to you |
|---|---|---|
| Vacant possession date | The S&PA states the latest date for handing over your unit. If the developer delivers late, it pays you liquidated damages. | An "estimated TOP" in marketing is not this date. Read the contract date. |
| Defects liability period | 12 months from vacant possession, or from the 15th day after you receive the TOP and infrastructure notice, whichever is earlier. The developer must fix a notified defect within one month. | You have a year to find and report defects, at the developer's cost. |
| Money held back for defects | The standard payment schedule keeps the last 5% of the price from the developer until that 12-month period ends. It is held by, or paid through, the Singapore Academy of Law as stakeholder, and released less any authorised deductions. | If the developer does not fix a defect in time, you can engage your own contractor and have the cost deducted from that held sum. |
| Staged payments | After the 20% down payment, instalments follow construction milestones and are due within 14 days of a notice certified by the developer's qualified person. | Your loan is drawn down in stages rather than all at once. |
These rules are for units bought from a licensed developer. URA's guide adds that once a project has its Certificate of Statutory Completion and all titles are issued, the developer is de-licensed and no longer has to use the standard forms, even for units it has not yet sold. A purchase from an individual owner of an existing home is not made on these forms at all, so ask your lawyer what that contract covers on handover dates and defects.
What you give up by buying before completion
- Time. The completion date has not been announced, so you cannot yet plan a move-in year. Families thinking about Primary One registration should read the address and timing rules in our schools note.
- Seeing the actual unit. You decide from approved plans and the show unit. URA's guide says the show unit and models must be accurate to the approved building plans under the Housing Developers (Show Unit) Rules, but it is still not the finished home.
- Eligibility steps. If you own an HDB flat or Executive Condominium, URA's guide says you must meet HDB's minimum occupation period before buying private property. That applies to both routes.

A simple way to decide
- If you need to move in within a year or two, an existing home is the only route, so take legal advice on the resale contract.
- If you can wait, a new unit at Peck Hay Road comes with a fresh lease, a contractual handover date and a year of defects cover with money held back to back it up.
- Either way, do not price Peck Hay Road off a resale record. Wait for the developer's list on the price page, compare layouts on the floor plans page once they are released, and register on the showflat page to hear when previews are announced.
This is general information about the standard contract terms published by URA and in the Housing Developers Rules, not legal advice. Your lawyer should review the actual Option to Purchase and S&PA before you sign.
