Is Peck Hay Road in Newton or Cairnhill? How District 9, the CCR and URA's Planning Labels Apply to One Street

By Davis Ng · · Updated

Read enough listings and Peck Hay Road gets described as Newton, Cairnhill, District 9, the Core Central Region and sometimes "Orchard fringe". These labels don't contradict each other. They come from different systems, and each one is useful for a different comparison. Mix them up and you can end up comparing a new launch here with the wrong set of prices or the wrong planning documents.

The short answer: both, at different levels

Under URA's Master Plan 2019 subzone boundaries, OneMap's reference point for Peck Hay Road falls inside the Cairnhill subzone. Cairnhill is one of six subzones in the Newton planning area, alongside Goodwood Park, Istana Negara, Monk's Hill, Newton Circus and Orange Grove. So "Newton" is the planning area and "Cairnhill" is the smaller subzone inside it. Both are correct. The road has no postal code of its own, so we give the OneMap reference point rather than a building address. The exact position of the development should be checked against the developer's site plan once it is released.

Two other labels sit on top of those. The project is in postal District 9. District 9 is part of the Core Central Region (CCR), which URA defines as "postal districts 9, 10, 11, Downtown Core Planning Area and Sentosa".

One more layer: URA's Master Plan 2025 places its Newton plans in the Central Area section of the plan. The "Orchard fringe" label, by contrast, is a description and not a boundary. On the same data, Peck Hay Road sits in the Newton planning area, not the Orchard planning area.

Why the choice of label changes your comparison

Price comparisons: use the CCR, then narrow down

URA reports private-home price movements by CCR, Rest of Central Region and Outside Central Region. A Peck Hay Road price list belongs next to CCR data, not an island-wide average. Even the CCR is wide, running from Sentosa to the Downtown Core. So the most useful comparisons are nearby Newton and Cairnhill homes of similar tenure and age. Our note on Cairnhill Astoria's resale record works through why even a nearby comparison needs care. The developer has not announced prices yet. Sourced third-party estimates are kept separate on the price page.

Planning: read the Newton plan, not an "Orchard" story

Because the street is in the Newton planning area, URA's Newton plans are the ones that apply. They include 5,000 new homes around Newton Circus, Scotts Road and Monk's Hill, and URA says Newton Food Centre will be kept as a community node. Our note on the Newton urban village plan covers those details.

Schools: labels do not count at all

Primary One priority depends on measured home-to-school distance, never on a district or planning label. MOE also changes its rules from time to time, so the schools note covers school decisions separately.

What the Newton-Cairnhill position gives you day to day

URA's description, "near Newton MRT station and south of Scotts Road", sums up the position. The site is about 210 m, roughly a three-minute walk, from Newton MRT. Newton is an interchange for the North-South Line (NS21) and the Downtown Line (DT11). On the North-South Line it sits between Novena and Orchard, so the Novena medical and lifestyle cluster and the Orchard shopping belt are each one stop away. On the Downtown Line it sits between Stevens and Little India. Newton Food Centre is about a five-minute walk. Orchard Road (ION, Paragon, Ngee Ann City), United Square and Novena/Velocity are each about a five-minute drive.

Using this when you shortlist

  • Compare prices against CCR data first, then against nearby Newton and Cairnhill homes.
  • Read Newton planning-area documents for changes to the precinct.
  • Treat "District 9" as a search filter, not a description of the neighbourhood.
  • Wait for the developer's layouts on the floor plans page before judging outlook or facing. Neither label can tell you that.
